Contractor established a School Related Travel Behavior Survey to collect data used to augment the origin and destination data for the County of Orange Environmental Management Agency. The information collected provided essential travel data to build accurate trip models to reflect major traffic activities at universities, colleges, and high schools.

The model was designed for the City of Orange and surrounding areas. It would be beneficial to communities east of the model area as prevailing off-shore winds spread the emission free air eastward.
The regional model increased the accuracy of measuring vehicle miles traveled (VMT), trip reduction measures, and subsequent vehicle emission calculations. A significant number of school related trips occur during periods of heavy traffic congestion. They have a direct impact on levels of congestion and relative travel speeds. Small changes in travel speeds in periods of congestion have an impact on the amount of pollution emissions emitted by vehicular traffic. The transportation model has the capacity to simultaneously evaluate changes in traffic times and speeds to reduce emissions as a result of transportation control strategies.
