Funds Available for Retrofit of Off-Road Diesel Equipment

DIAMOND BAR, Calif. March 6, 2007 - The Mobile Source Air Pollution Reduction Review Committee (MSRC) has announced that is has close to three million dollars in Clean Transportation Funding available for two categories of projects that will help reduce motor vehicle emissions within the Southland. The MSRC is offering $1.728 million to fund the purchase of advanced low-emission, heavy-duty natural gas engines for solid waste collection vehicles. Additionally, there is $1 million available for the MSRC's "Showcase Program" for the retrofit of off-road construction equipment with new, innovative diesel emission control devices.
The MSRC solid waste collection vehicle program is cutting-edge because it calls for waste haulers to employ brand new technology that will be available for the first time this year. Standards have been set to dramatically reduce the amount of nitrogen oxides (NOx) emitted from heavy-duty engines, which must be met by 2010; however, it is anticipated that the California Air Resources Board (CARB) will certify at least one heavy-duty engine that operates on natural gas which will meet these 2010 standards this year - the 2007 Cummins Westport ISL G. Therefore, the MSRC wants to assist operators of qualified heavy-duty refuse haulers that provide curbside residential or commercial collection to begin using these new cleaner engines as soon as possible by offering Clean Transportation Funding to help offset some of the costs of purchasing these engines. The MSRC is offering up to $32,000 to purchase vehicles equipped with natural gas engines certified at the 2010 standard or to re-power existing natural solid waste trucks with these engines.
The MSRC's Off-Road Diesel Construction Equipment Retrofit "Showcase Program" is designed to encourage manufacturers of qualifying retrofit devices to participate with construction equipment fleet owners in retrofitting their engines with new diesel emission control devices to reduce diesel particulate matter and NOx. The goal of the Program is to showcase new emission control systems that will earn CARB verification of new Level 3 off-road retrofit devices, as well as achieve significant near term emission reductions from off-road construction equipment. The Showcase Program offers to fund up to 100% of the cost of purchasing and installing a qualifying diesel emission control system that is undergoing the verification process.

The MSRC is pleased to be able to offer Clean Transportation Funding to operators of refuse haulers and manufacturers for off-road construction equipment to take advantage of these types of new technologies, which will hasten the process of improving air quality for all of us."
Applications from manufacturers interested in participating in the Showcase Program will be accepted beginning March 2, 2007, through May 31, 2007. For the solid waste collection vehicles program, the MSRC will begin accepting applications on April 3, 2007, and the last date to submit an application will be June 29, 2007. A workshop for applicants will take place on March 21, 2007, at the South Coast Air Quality Management District headquarters.
