The County of Los Angeles Department of Public Works actively pursues projects that will improve air quality through diesel emissions reduction in order to bring cleaner air to individuals in our local communities. These projects include reducing the amount of Nitrogen Oxides (NOx), Carbon Monoxide (CO), Particulate Matter (PM), and Volatile Organic Compounds (VOCs) in the ambient air. We will continue to strive to reduce vehicle emissions and improve air quality within the unincorporated cities of Los Angeles County.

During the initial review of our fleet and inspection of vehicles, the majority of the off-road equipment did not meet the space and usage requirements for the Tier 3 engines. Ultimately, we decreased the amount of candidates from five to three equipment units because two of these did not reside within the South Coast Air Quality Management District (SCAQMD). Extensions on the project were also requested due to delay in the shipment of parts needed to complete the repowers. The three vehicles are now in use.

The purpose of this project was to reduce the amount of NOx emissions by repowering a Tier 1 engine to a California Air Resources Board (CARB) certified Tier 3 engine on three of our Wheel Loaders.
Since the repowers were done, there have been no major mechanical or technical issues with these equipment units. The operators mentioned that there has been an increase in power in the Wheel Loaders and decrease in overall emission from the exhaust pipe. Public Works plans to continue our observations on the equipment and will report any device performance issues to the device manufacturer/distributor. The repower resulted in a 35% reduction of NOx emission and have saved our department 75% of the cost compared to buying new equipment. Public Works sought out partnership with Coastline Equipment to complete these installations.
