The City of Redlands submitted the application for grant funding in Contract No. ML 06062 for the purchase of four (4) LNG heavy duty trucks to replace Solid Waste collection vehicles. The City replaces trucks utilized in the collection of refuse and recyclables on an annual basis in accordance with SCAQMD Rule 1193 that effectively prohibits cities operating within the purview of SCAQMD from purchasing regular diesel trucks for refuse/recycling collection.

The City has completed procurement for the four (4) vehicles. Contracts for both the frontloader vehicles and the sideloader vehicle were awarded to Carmenita Truck Center on 12/07/2006. For the roll-off vehicle, Rush Truck Center of Fontana was awarded the contract on 07/19/2006. All contracts were awarded to the lowest responsive bidder in conformance with the Citys procurement policy and the Redlands Municipal Code. Following the successful award of these contracts, the vendors provided each respective vehicle to the Equipment Maintenance Building, located at 1270 West Park Avenue in building E, Redlands, CA 92373. The two frontloaders were received on 08/23/2007, the one sideloader vehicle was received on 08/14/2007, and the roll-off vehicle was received on 05/16/2007. As such, the roll-off vehicle was placed into service first, on 07/02/2007. Subsequent to that, the sideloader vehicle was placed into service on 08/14/2007 and the two frontloader vehicles were placed into service on 08/27/2007 and 08/30/2007. To date the vehicles have been used a combined 3,716 number of operational hours in replacement of diesel trucks utilized in the collection of refuse, green waste, and recyclables for the City. Replacement vehicles were sold to vendors for use outside the State of California. Each of these vehicles funded under this contract have, to date, accrued 100% of their annual engine hours of operation within the geographical boundaries of the South Coast Air Quality Management District.
The proposed project involves the purchase of two (2) LNG commercial frontloaders, one (1) LNG sideloader and one (1) roll-off truck. The grant application proposed MSRC funding in the maximum amount of $25,000 per vehicle.
The vehicles have been received, inspected, and placed into service and have been fully operational since 08/30/2007. The emissions benefits incurred as a result of the completion of this project are highly significant in terms of the amount of pollutants reduced. In line with the proposed benefits, the overall benefits achieved drastically reduce the amount of nitrous oxides (NOx) and greenhouse gases released into the atmosphere as a result of City operations. The four (4) vehicles that were purchased in accordance with this contract produce approximately 83% less NOx and greenhouse gases compared to their petroleum diesel-fueled counterparts.
