MSRC Elects New Chair and Vice-Chair

One of the leading organizations funding smog-fighting programs in the Southland has elected Bradbury Mayor Pro Tem Beatrice LaPisto-Kirtley as its Chair. The Mobile Source Air Pollution Reduction Review Committee (MSRC) allocates funding from a $4 surcharge on vehicle license fees, specifically to be used for local projects designed to reduce air pollution from mobile sources such as cars, trucks and buses. Thirty cents of every surcharge dollar goes into the MSRC fund. The MSRC is currently receiving proposals for more than $10 million that will be awarded for 2004 programs.

LaPisto-Kirtley, represents the Los Angeles County Metropolitan Transportation Authority on the MSRC's board, and also sits on the Governing Board for the South Coast Air Quality Management District (AQMD), representing the 61 cities of Eastern Los Angeles County. She co-chairs the AQMD's Children's Advisory Board and serves as the AQMD representative on the Fuel Cell Buyers Consortium, a coalition of public and private entities working to promote the development of a dynamic fuel cell industry for Southern California. She is past president of the California Contract Cities Association and the San Gabriel Valley Council of Governments. She served as Principal at Glassell Park Elementary School in the Los Angeles Unified School District until 2001, and currently works as a Mathematics Administrative Coordinator for Local District E.

"It is important to have a reliable source of funding to encourage both investment in clean technologies and constructive approaches to reducing air pollution from cars, trucks, and buses," noted LaPisto-Kirtley. "The MSRC has provided financial incentives that turn ideas into action, including over $66 million in funding since 1998 that has put 4,300 clean air school buses, trucks, transit buses, and other vehicles on the road."

Chino Hills Council Member Gwenn Norton-Perry was elected Vice Chair of the MSRC. Norton-Perry is active in a number of transportation and regional organizations, serving on the Board of Directors for the San Bernardino Associated Governments and Omnitrans, the San Bernardino Valley transit agency. She works for JG Construction, located in Chino, as a Director of Marketing and Business Development.

LaPisto-Kirtley replaces former Palm Springs Mayor Will Kleindienst as Chair of the MSRC.
