Contractor designed Urban Trails as an implementation element of the Hawthorne Boulevard Corrider Specific Plan to increase access to the Torrance Transit Terminal and facilitate pedestrian movements in and around the business district. The Urban Trails design recommended creation of a network of paths which would tie the activities of the Del Amo District together - hotels, shopping, parking, restaurants and the transit terminal.

The City of Torrance was the intended area of benefit, especially in the area around the Del Amo center. The plan remains a part of the Hawthorne Boulevard Corridor Specific Plan, so incremental implementation is still an option.
The emission reductions weren't measured as this was a design program which was never fully implemented.
