The contractor provided assistance to five host cities - Azusa, Huntington Beach, Rialto, Riverside and Upland - relative to their Transportation Control Measures (TCMs). Each community identified a key land use and transportation challenge facing their city. The contractor assembled a team of public and private volunteers to provide hands-on technical assistance and advice to help each community contribute to regional air quality improvement by reducing the demand for auto travel. The efforts of the team of volunteers extended beyond the time limits stated for the contract as the support and advice continued on an as-requested basis.

There are no quantifiable emission reductions as this was a study program. Implementation of the ideas presented, if adopted by the host cities in whole or in part, will reduce the number of auto trips per day as citizens respond to the design of pedestrian friendly areas which provide "park once" opportunities to shop, obtain services, and use trains or other mass transit facilities.
