Project Background

The City of Moreno Valley is committed to the goal of cleaner air and a healthier environment through the reduction of air pollution from motor vehicles. To this end, the City is a user of alternative fuel vehicles. The purpose of this project was to bridge a gap in the compressed natural gas (CNG) infrastructure in the Western Riverside County area. In an effort to bridge the gap, the City partnered with the County of Riverside, the Western Riverside Council of Governments, Waste Management of the Inland Empire and Clean Energy Fuels to construct a CNG fast fill fueling station that would be available to the public on a 24 hour basis.

Project Implementation

The City of Moreno Valley entered into a contract with Pickens Fuel Corporation to construct, manage and maintain the fuel site.

Project Objectives

The project involves construction of a publicly accessible CNG station in Moreno Valley. The station will include a card reader, high pressure storage, a concrete island, and landscaping. The double-sided CNG fueling pump will have a 3000 psi nozzle on one side and a 3600 psi nozzle on the other. The station will have a circular drive with two ingress and egress driveways, for easy access. The project will be extremely cost effective as the owner of the location, Water Management of the Inland Empire, has an existing time fill CNG station on site. The new public station will share the same compressor, dryer, and auxiliary equipment with the existing station.

Project Status Description

The new public access station was complete and operational in December 2003. The station can dispense over 350 gallons of CNG per hour, or enough to fill nearly 60 light duty vehicles in an hour. This station fills a vital gap in the CNG infrastructure in Western Riverside County. The new station is designed to handle all types of CNG vehicles including 40-foot buses, street sweepers, and other heavy-duty vehicles. Primary users of the station are the City of Moreno Valley, Riverside County Transit, the County of Riverside and local school districts. The City states that the biggest challenge of this project was in coordinating participants and executing the necessary memorandums of understanding between participants. The CNG station is located o the property of Waste Management of the Inland Empire Transfer Station property located at 17700 Indian Street in Moreno Valley. The Final Report includes a summary and recommendations as well as emissions benefits.
