Project Background

In June 2005 the County of Orange Board of Supervisors adopted the Green Fleet Concept Plan, recognizing the need to transition to a model green fleet operation utilizing alternative fuel vehicle (AFV) technology to comply with South Coast Air Quality Management District (SCAQMD) Fleet Rules 1191 and 1196. This Concept Plan sets forth overall goals that will guide implementation of fleet management activities.

Project Implementation

The CNG grant-funded vehicles, including one medium-duty CNG pick-up truck, one CNG heavy-duty striper truck, one CNG heavy-duty mobile CNG refueling truck, and one CNG heavy-duty waste hauler, were purchased in Fiscal Year 2006/2007. The CNG fueling station was completed in December 2009 and fully operational on February 2, 2010.

Project Objectives

The Green Fleet Concept Plan outlines several short-, mid-, and long-term strategies that will lead to the infrastructure and vehicles needed to support a clean-fuel fleet operation. The key elements in this plan include: Identification of options regarding low-emission and AFVs that have the least environmental and economic cost while meeting related mandates, Identification and implementation of best practices related to fuel conservation and low-emission and AFVs, with the goal of exceeding mandates where practicable, Development and Board of Supervisors approval of a policy to ensure compliance with County of Orange vehicle acquisition criteria, regardless of which County department purchases the vehicles, and Utilization of grant funding to achieve goals. Specific goals in the plan include: Overall reductions in fossil fuels usage and in automotive tailpipe emissions produced by County vehicles, Promotion of fuel conservation, and Compliance with governmental regulations.

Project Results Description

The partially grant-funded CNG fueling station is fully operational and open to the public. The partially grant-funded CNG vehicles are in use and are fueled nightly at slow-fill dispensers with fuel provided by the CNG fueling station. As a result, emissions are reduced, furthering our efforts toward SCAQMD compliance mandates.
