Project Background

Culver City adopted CNG technology in 1996 in accordance with early South Coast Air Quality Management District (AQMD) air quality mandates. Seeing it as the most viable and cost effective way to lower petroleum-based engine emissions, Culver City has expanded its CNG fleet from the initial purchase of 20 transit buses in 1998 to a current total of 86 light-, medium- and heavy-duty vehicles, and a transit fleet which operates on 100% CNG. With the purchase of two heavy-duty CNG trucks a rear-loader refuse truck and a sewer repair truck - Culver City continues its mission to replace its fleet vehicles with alternative fuel CNG vehicles, when available.

Project Implementation

At the time of application in December 2005, development of the technical and mechanical specifications for these vehicles was already complete. As neither of these vehicles had been manufactured previously utilizing a CNG engine, staff worked closely with all manufacturers and vendors to develop the most technically efficient and cost-effective heavy-duty equipment for their specific purposes. A formal Request for Proposal was released for the sewer truck in April 2005; the RFP for the rear-loader was released in January 2006. Contract Purchase Orders were issued in November 2005 and February 2006, respectively. Preproduction meetings were held with all manufacturers, and equipment development was ongoing during the production phase. Upon delivery, each vehicle underwent further inspections by our equipment maintenance technicians, and we resolved any issues with the manufacturers. The sewer repair truck was put into service in August 2007; the rear-loader refuse truck was put into service in October 2007. Both vehicles have worked well in their specific capacities for heavy-duty equipment for the Citys Public Works Department, and we have received positive comments from the operators of these vehicles.

Project Objectives

The City of Culver City submitted a proposal to purchase two (2) Heavy-duty CNG trucks: a Refuse Rear-loader, and a Sewer Repair Truck, using Clean Transportation Funding from the MSRC, Local Government Match Program. The City requested grant funding of $25,000 per vehicle to offset the differential cost of clean engine replacement of the diesel-operated counterparts, and to adhere to fleet rules for solid waste collection vehicles. The City of Culver City planned to contribute the balance of $523,876 as a local-match.

Project Results Description

Utilizing the following California Air Resources Board (CARB) approved calculation methodology, emission reductions for each heavy-duty CNG powered truck is as follows: Refuse Rear-loader: Annual truck miles (projected): 4,800 Assumed Vehicle Life: 8 years 1994 HHD Diesel Engine NOx: 17.95 g/mi. 2006 C8.3+ Series CNG Engine NOx: 0.82 g/mi. Annual NOx Reduction: 173.2 lbs. Lifetime NOx Reduction: 1,385.6 lbs. 1994 HHD Diesel Engine PM10: 0.367 g/mi. 2006 C8.3+ Series CNG Engine PM10: 0.041 g/mi. Annual PM10 Reduction: 3.3 lbs. Lifetime PM10 Reduction: 26.4 lbs. Sewer Repair Truck: Annual truck miles (projected): 2,800 Assumed Vehicle Life: 11 years 2000 HHD Diesel Engine NOx: 17.58 g/mi. 2006 C8.3+ Series CNG Engine NOx: 0.82 g/mi. Annual NOx Reduction: 103.5 lbs. Lifetime NOx Reduction: 1,138 lbs. 2000 HHD Diesel Engine PM10: 0.403 g/mi. 2006 C8.3+ Series CNG Engine PM10: 0.041 g/mi. Annual PM10 Reduction: 2.2 lbs. Lifetime PM10 Reduction: 24.6 lbs.
