Project Background

EDCO is a waste collection and recycling company that operates a fleet of heavy-duty refuse collection vehicles. EDCO has made a commitment to purchase new refuse vehicles powered by compressed natural gas (CNG) in lieu of diesel fuel, the goal being cost savings as well as reductions in air pollutant and greenhouse gas emissions. To facilitate expansion of the EDCO CNG vehicle fleet, the company constructed a CNG refueling station at their Buena Park facility. The new CNG station allows up to 28 trucks to be refueled overnight while the vehicles are parked.

Other Information
The emission reductions associated with an alternative fuel vehicle strategy are typically accounted for in the exhaust emissions of the vehicles that utilize the fuel, not the refueling infrastructure itself. This is done to prevent the potential of double counting emission reductions. However, the refueling station is an essential, enabling element of a successful alt-fuel strategy.

Project Implementation

EDCO partnered with Mansfield Oil and Gas Company to construct the time-fill CNG station at EDCO's Buena Park facility. EDCO performed necessary site modifications, and Mansfield supplied and installed the CNG refueling equipment. The refueling station accommodates 28 heavy-duty refuse trucks.

Project Objectives

In order to increase the number of heavy-duty CNG refuse collection trucks in their fleet, EDCO required a reliable, convenient source of CNG fuel. This project represents a partnership between EDCO and the MSRC to facilitate construction of a time fill CNG refueling station at EDCO's Buena Park facility. The time-fill system has the ability to refuel up to 28 trucks overnight.

Project Results Description

The availability of reliable, convenient onsite vehicle refueling is an enabling component of an overall alternative fuel vehicle strategy. While refueling infrastructure in and of itself does not provide a direct air quality benefit, it is an essential element enabling fleets to operate low-emission vehicles. The Buena Park CNG station will allow EDCO to continue purchasing CNG refuse collection trucks while retiring older, higher-emitting diesel refuse trucks.

Project Status Description

No significant technical issues were encountered during station construction. The facility was completed as of May 27, 2013, and placed into operational service. To date, the system has operated reliably in daily vehicle refueling operations.
